Tosha
Sweet flour rolls (spiced fried wheat balls in sugar syrup)
Hard-dough balls of whole wheat flour spiced with ground pepper, cumin and cardamom and enriched with ghee, deep-fried until crisp and golden, then turned in a rose-scented 1-string sugar syrup so that the syrup dries on them as a sugary coat. A mitho, taraylo "any time" sweet, stored airtight.

Cups are shown in grams or ml; spoons stay as spoons. Panja Khada’s own weights are used where they give them (1 cup of flour is 150 g, rice or dal 200 g, curd 225 g, milk or water 240 ml), and standard kitchen weights otherwise.
Method
Tap a number to tick off a step.
Grind the peppercorns, cumin seeds and cardamom seeds to a powder.
In a paat (wide, shallow kneading dish), mix the whole wheat flour, baking powder and salt, then add the ground spices.
Rub in the 5 tbsp ghee; the mixture will form granules. Add the 20 ml water, or just enough, to make a hard dough.
Divide the dough into 8 small round balls.
Heat the frying oil on a medium flame. When it is hot, deep-fry the balls until crisp and golden in colour. Remove, drain off the excess oil and keep these toshas aside.
Make a sugar syrup of 1-string consistency: heat the water, add the sugar and heat until the sugar melts and the syrup reaches 1 string. Add the rose water and mix thoroughly.
Add the toshas to the syrup, then remove them and let the syrup dry on the toshas.
Garnish each tosha with a rose petal.
Let the toshas dry completely and store them in an airtight container.

Everything in the ingredients list, plus the oil soaked up in frying.
These are estimates, worked out from the amounts in the recipe and typical values for each ingredient. Portion sizes and the exact amount of oil, ghee or sugar can change them a lot. For deep-fried food we count the oil the food soaks up, not the whole pan of oil. How we estimate
